Association «ICTQ» objectives:
The Congress activity is directed to the development of the special programs and standards for the organizations, operating at the telecommunication market. One of its tasks is the perfection of the companies’ and organizations’ quality of management, no matter in which country they are located.
The complex program of the personnel training takes an important place in the management perfection process.
The Congress implements the important functions, including assistance to the international cooperation development in the field of production culture and formation of the qualitatively new management at the info&telecom market.
Association "International Congress in Telecommunications Quality" jointly with the Scientific Research Institute "Interecoms" poses now an essentially new challenge – to provide the transition from the quality control technologies to the management quality. The solution of this supercomplex social and economic problem, which is important for the global info&telecom market, assumes the wider involving not only Russian, but also the foreign organizations, which operate at the communication and IT market, as well.
During the work of the International Congress, among the other problems, there will be considered and revealed the items arising the particular interest within organizations and companies, such as the business processes, control systems and management technologies perfection.

Conditions of the entry to Association "International Congress in Telecommunications Quality"
In case of agreement to join Association, please, send the joining protocol under the applied form to our address, it is necessary to pay an entrance fee at amount of 500 US dollars. Membership fee should be paid annually; its amount for 2010 is based on employees’ quantity, up to 100 persons – 1050 US dollars, from 101 up to 300 persons – 1575 US dollars, above 300 persons – 2100 US dollars.
We shall be grateful to all officials, organizations, which will become Association members, being aware of necessity to join for the actual tasks solution.

THE OBJECTIVES OF CREATION AND THE KINDS OF ACTIVITY
The major objectives of the Congress creation are:

- Coordination and development of the integration tendencies for the purpose of involving more business subjects, companies and firms, governmental and non-governmental organizations into the quality management process at the telecommunication market;
- creation of the public and the state government mechanism of the quality control development;
- organizations’ activity coordination in the field of the quality and certification control ;
- rendering the organizational&methodical assistance to the governmental and non-governmental organizations, to the companies and firms, operating at the telecommunication market;
- scientific-research projects coordination and implementation;
- the interstate, state, national, corporate quality control programs development .
Within the frames of the charter objectives fulfillment in compliance with the current legislation, the Congress may implement the following kinds of activity:
- representation in the Russian and international organizations, government bodies, the international unions organizing;
- press&publishing activity implementation;
- analysis of the policy and the quality control mechanisms;
- assistance in the development and implementation of the interstate, state, national, corporate quality control programs;
- organization and performance of the Congresses, conferences, symposiums, seminars, exhibitions, competitions, other public events in the charitable and educational purposes.
The Congress may carry out the business activity only to such extent, as the latter serves the achievement of the objectives, for the sake of which it was created.
